"Bill" Morigeau, was removed from office February 22 by a unanimous vote of his peers. Misuse of Tribal funds was the reason given. Morigeau was charged with official misconduct after "very damaging evi- CM f-o o- _i CO _J O- O IT: CJ z Lu b ¦z. o ~z. Ci TO - I* <-i z: _j x z: a o va a -v dence" surfaced, according to Chairman Joe Felsman, that he had been making double collections on travel expenses from two agencies for the past four years. More than $6,000 is involved The veteran councilman was first voted to represent Poison in 1950. He had survived eight Tribal elections since then, and was chosen vice chairman in 1974 and 1979. Morigeau was removed according to authority given the Council in Article V, Section 2 of the Tribes' Con-stitutioa He had been notified of the accusations a week before the open hearing last week. His expulsion was the result of an 8-0 vote Al Hewankorn was absent and Morigeau didn't vote on the motion. The Tribes' legal staff is looking into filing charges. Inquiries from the press are being referred to his lawyer. The remaining 2P/2 months of Morigeau's term will be filled by a Council appointee to be selected within 30 days after two weeks' advertising of the vacancy. (See the notice on page 31.) The Council discussed February 23 whether or not to hold a special election. They decided that process would be too time-consuming, and optied to advertise the vacancy then vote among themselves for a successor, following authority given them in Article V, Section 1 of the Tribal Constitution. More about the Flathead Irrigation Project Putting an end to its policy of keeping a fairly low profile with regards to the Flathead Irrigation Project, the Council, through Chairman Joe Felsman, has begun something of an educational campaign for Reservation residents. Lesson one (so to speak) was a news release published here and elsewhere in mid-February, which experienced various amounts of editing in the majority of papers. The most recent communication with the public takes the form of a paid advertisement being published in the non-Indian press. It's an "Open letter to Reservation Residents": On February 13, 1984, the Tribal Council of the Confederated Salish and Kootenai Tribes adopted a resolution which articulates the Tribes' general position relative to the Flathead Irrigation Project (FIP).
