That question came from BIA (Portland) social worker June McKellar to the Tribal Council at its November 15 meeting. McKellar and members of the Family Assistance Division (Tribal social services) met with the Council to talk about eligibility for General Assistance (GA), in view of a shrinking annual budget In the course of the hour-long discussion, a few possible solutions were broached concerning GA's "catch 22" policy. This "policy" says disadvantaged people who are on GA can get off it by going to school to learn a skill to enhance their chances for employment Once a client signs up for help to finance that schooling, however, he or she is taken off GA because the BIA regulations that govern the welfare program say GA funds can't be used to supplement an education grant Furthermore, people on GA are supposed to be actively seeking employment something they can't do if they're taking classes, the regulations assert One way off the "catch 22" merry-go-round (which has caused three people to reluctantly forego schooling this year in order to meet the basic needs of themselves and their familes on welfare, one Tribal official said), is to enroll in night classes. McKellar, who monitors FAD from Portland, said night school was probably allowable. Another option was changing the regulations, but McKellar warned that such changes had to be made at the national level (Congress) and usually take two years to accomplish. Joe McDonald, SKC president pointed out that some counties and states allow their public assistance clients to attend school, while Indian people on GA through the BIA aren't afforded the same opportunity. "Couldn't the Tribes write its own GA regs?", someone asked FAD director Opal Cajune said she didn't think so, because spending federal money requires adherence to federal policy as outlined in the BIA social services manual and the Code of Federal Regulations (CFR). Fred Houle disagreed. He said it was an opinion of the Tribes' legal people that the Tribes could approve an ordinance that once sanctioned by various BIA offices, would supercede the CFR Jim Steele agreed, noting that the Tribes had already done so in the law enforcement field Bringing the discussion back to its main theme — who gets cut off if funds get cut in 1984 — McKellar said one suggestion was to deny benefits to 18- to 21-year-olds who are living in their parents' home. FAD's Arlene Templer said a policy like that would reduce the GA caseload by 50% or more. Admitting that there was no easy answer to the who-to-cut question, (Concludes on page two)
