December per capita approved
The Tribal Council voted unanimously November 8 to distribute a $100 per capita in December. It will be a "regular per capita" in that Tribal members owing money to the Tribes or the United States, or anyone else who's pressing for payment through Tribal Court, won't get theirs.
Precisely how the payment will affect people on welfare isn't clear. Although Congress made it a law this past August that welfare clients benefitting from certain federal programs won't have their Indian dividends counted as income, a problem has cropped up in the Billings Area Bureau of Indian Affairs office, Fred Houle, Jr., told the Council as it approved the payment
