NCAI Helps Shape Future of Indians

Poison Councilman E. W. Morigeau, who happens to be the NCAI vice-president for the Billings area, filed the following report about the National Congress of American Indians' 1980 meeting. (Edited for brevity.)
The 37th annual meeting of the National Congress of American Indians (NCAI) was held October 26-31 in Spokane, Wash. Sponsored by the Affiliated Tribes of Northwest Indians, this year's theme was "Family of Nations -Action for Survival".
Sunday, October 26, was reserved for organization — registration and getting acquainted.
Monday saw the conference get down to business. The first general assembly began at 10 a.m. Speakers included NCAI President Edward J. Driving Hawk, Spokane Mayor Ronald Bair, Lt. Governor John Sherbert, and Portland Area NCAI Vice-President Russell Jim.
The second general assembly took place Monday afternoon. Speakers were Delfin J. Lovato - NCAI First Vice-President, and Senator John Melcher (chairman of the Senate's Select Committee on Indian Affairs). Routine business (treasurer's report, roll call, etc.) followed the speeches.

E.W. says of Melcher's comments: "the leadership roll [of Melcher's committee! is working with Indian people and their problems. All bills affecting this group go through the Senate committee. Melcher stated that eternal welfare is not the answer; that's a 'sink or swim' approach. The answer lies in Indian employment.
"On a local level, there are problems that whites and Indians can, and should, solve for themselves. Congress will help — just try.
"There should be more Indian management of Indian land and resources.. . water rights weren't mentioned.. .our tribal planners can be used for management and development. In this area. Melcher noted that his office helped cancel a BIA contract concerning Northern Cheyenne coal. He said that tribes are free to conduct their own negotiations with buyers.
"Finally, Melcher said that the Senate now admits that the NCAI has a lot of clout in Congress. NCAI's executive director [Ronald P. Andrade] testifies for or against every bill
