AUGUST PER CAPITA APPROVED
The CSK Tribal Council voted at the July 11th quarterly council meeting to distribute a $200 per capita payment on August 15. The official language of resolution 5841 says:
"WHEREAS, Resolution 5067, adopted on November 15, 1976, established the policy of the Tribal Council to make dividend payments to Tribal members twice annually during the months of August and December of each year; and
"WHEREAS, said Resolution requested that the amount of each payment be determined by separate Resolutions; and
"WHEREAS, a review of the income of the Tribes for fiscal year 1980 indicated that a Per Capita Distribution of $200.00 at this time would leave an adequate reserve in the General Fund now, therefore
"BE IT RESOLVED, by the Tribal Council of the Confederated Salish and Kootenai Tribes that the Area Director is requested to authorize the $200 per capita distribution to enrolled members of the Tribes as of July 18, 1980; said distribution to be made during the month of August 1980; and
"BE IT FURTHER RESOL VED, that the Superintendent, Flathead Agency and the Executive Treasurer are authorized to apply these funds to debts owed to the Tribes or the United States without consent of the payee."
Nine of the ten Councilmen present voted "yes" for resolution 5841. The lone dissenter was Bearhead Swaney.
Other business discussed at the Elmo meeting included:
KOOTENAI PROTEST-Kenny Friedlander, appointed representative of the "Kootenai Coalition", reported that many Kootenai Tribal members were boycotting the meeting because they felt it futile to once again approach the Council with their concerns. As their spokesman, Friedlander presented a list of grievances and recommendations, though, which included: disagreement with the proposed constitution, removal of fraudulent Tribal members from the rolls and prosecution
for restitution of past per capita payments, and a suggestion that the blood quantum for enrollment be one-half degree.
MILL CREEK AREA -- The Council passed a motion placing the Mill Creek area (in the northwest quadrant of the reservation) under a 6-month moratorium to allow residents there to meet with Chairman Tom Pablo and Councilman Laurence Kenmille and decide the area's future: leave the land in the primitive status it's enjoyed since a primitive management resolution was passed last December, or simply close it to non-members - period. As a primitive area, it's closed to timber harvesting of all sorts - logging sales, firewood gathering, Christmas tree and post and pole cutting -depriving many Tribal members of their livelihoods.
On the lighter side, quarterly attendees were treated to an unexpected foot stompin' performance by a trio from the Montana State Fiddlers group. Luella and Roy Burton provided the great guitar strummin' while Helen Spencer handled the fine fiddlin'. The three musicians entertained the rather small group before the meeting got underway, then encored during the delicious noon meal.
