INDIAN COUNT VITAL FOR 1980 CENSUS
The 1980 Census contains some new provisions for identifying the American Indian population which may help counterbalance the traditional under-count of Indians gathered by this survey.
Come April 1, Census Day, a supplementary questionnaire will be available to Indian people living within reservation areas, while the regular census form provides self-identification of race categories for urban Indians.
"In view of the unique living conditions present on many American Indian reservations,
the 1980 supplementary questionnaire was developed to provide additional relevant information on the American Indian population beyond what will be obtained from the regular questionnaires," according to Census Director Vincent P. Barabba.
"Tribal, Federal, and State officials have indicated that the supplementary information would be most helpful for policy and program planning. The supplementary questionnaire will be administered on all Federal and State reservations and the historic areas of Oklahoma (excluding
urbanized areas)," he said.
"The entire American Indian population, regardless of residence, will be identified from a race question which will be included on the regular census questionnaires (short and long forms). The race item is based on self-identification, i.e., all persons will be asked to report the race with which he or she most closely identifies. The category 'American Indian' will be included on a list of a number of different races and those reporting American Indian will be asked to give their

CHIEF JUDGE SITS ON TRIBUNAL
Chief Tribal Judge Donny Dupuis is presently involved in an off-this-reservation enrollment case concerning the Uintan and Quray Tribes of Utah.
According to a news story in a recent edition of The Ute Bulletin, the Uintan and Quray Business Committee refused enrollment back in 1977 to 12 Indian children who didn't meet the 5/8 blood quantum ordinance requirement for membership. The childrens' parents appealed the refusal in Tribal Court and won two years later as Ute Tribal Judge George Armstrong ordered the Committee to
