NORTHERN TIER BIDS TEN MILLION DOLLARS
FOR PIPELINE ROUTE
Northern Tier Pipeline officials met with the Confederated Salish and Kootenai Tribal Council Wednesday, March 5, and outlined their proposal for crossing approximately sixty miles of the Reservation. The proposed route would enter the Reservation southwest of Hot Springs in the Dog Lake area, then traverse in a south-easterly direction crossing the Flathead River a few miles northeast of Moiese, continuing in a south-easterly direction bringing it south of the City of St. Ignatius then following the middle fork of the Jocko River and leave the Reservation near upper Jocko Lake. It would miss the formerly proposed Jocko primitive area. In some areas it is hoped the pipeline would use the existing powerline corridor; in other areas the line would cross private land, allotted land and tribal land.
THE 1980 CENSUS IS ON THE HORIZON
(Once every ten years, the United States sets about counting noses. This decade's efforts are due to begin in earnest within two weeks.
This issue of the Char-Koosta is more-or-less dedicated to this important event - the 1980 census.)
The 20th Decennial Census of Population and Housing will officially begin on Tuesday, April 1,1980.
For 90% of the country, data will be collected on a mail-out/mail-back system, as households in heavily-populated

If the Tribe agrees to allow the Northern Tier to cross the Reservation, Northern Tier would pay the Tribe, "Somewhere in the neighborhood of ten million dollars" over a twenty-year period with a cost of living adjustment negotiated every five years. Don Wilson, Engineer of Northern Tier, stated that this is roughly the amount saved by the Company in taking the shorter route through the Reservation. "Besides this", he said, "each land owner whose property is crossed will be paid according to the footage of the pipeline as it crosses the property whether it be private, allotted, or Tribal. There have been no negotiations as yet with the powerline people for using their right-of-way. It is estimated that right-of-way payments will be in the neighborhood of a half-million dollars."
