More On Constitution
On the front page of the November 15th Char-Koosta, a news release from the Bureau of Indian Affairs in Ronan explained rules and regulations for registering and voting in the Secretarial Election that was supposed to have been held in conjunction with the Tribal Election on December 15, 1979.
That announcement was apparently premature, generating a great deal of confusion and frustration for tribal members.
BIA's Reservation Programs Director, John Neuman, told the Char-Koosta that final approval has not been received from the Secretary of Interior. The U.S. Department of Interiors Solicitor has recommended that changes be made in 20 of the 25-page document.
Latest word from Neuman is that the Tribal Council will review the list of recommended changes at the November 30th Council meeting and will probably move to postpone the referendum until a later time.
Since we will not be able to publish the Council's decision, due to our own deadline, we suggest reservation tribal members watch for an announcement in the daily Missoulian or local papers and radio Kerr.
If all else fails, tune in to our reservation "mocassin telegraph".
The next regular Council Meeting is scheduled for December 14th at the Tribal Council Chambers. It will start at 9:00 a.m.

ATTENTION Tribal Members
This is advance notice that in the event the Secretarial Election is postponed, tribal members 18 years or older and who have maintained a residency on the reservation one year next preceeding the Tribal Council Election are entitled to vote.
They do not have to be registered to vote in that election.
DECEMBER 15th ELECTION Polling Locations
The polls will be open from 10:00 a.m. to 8:00 p.m. at the following locations. Registered voters must vote in the districts where they reside.
