COUNCIL VOTES TO BUILD COMPLEX
A small group of people showed up at a Tribal Council Executive Session held Thursday evening April 1 5, and made known their opinions on the construction of a new Tribal Complex. The Council was to decide that night whether to place the issue on the May 1 election ballot.
As was stated at the quarterly meeting, several persons felt the people should be given the right to decide in an election; others felt that having voted the Councilmen to represent the people, that they (the Council) should be the ones to make the decision. After some discussion, the Council voted 5 to 3 to reconfirm their past decisions, and go ahead with the construction of the Co mplex at the Pablo site. The issue will not be placed on the May 1st ballot, and the Council has stated that this is their final decision.
Prior to the vote, John "Chris" Lozeau, of the Public Health Service, told the Council that he had been mis-quoted by John Neuman, EDA Office, at district meetings and in the Char-Koosta. He said he had not stated that there is no land availible in St. Ignatius ; and that the Tribe would not have to fund their own sewer and water system, as was stated by Neuman, if the Council chose St. Ignatius as the site for the Complex. Lozeau stated that he did not know if this made any difference to the Council, but he wanted to clear the matter up in case it would.
One group, opposed to the Complex, had circulated a petition, however the petition was never presented to the Council. Although individuals voiced their opposition, not enough organized participation took place to convince the council to change their vote.

Any person qualified to vote who is unable to cast his vote at the designated polling place on election day must, prior to election day, request an absentee ballot by contacting the Secretary of the Tribal Council.
One Councilman/woman is to be elected from the Arlee District to serve the unexpired term of Councilman Fred Whitworthj said term to expire on Der cember 31, 1977.' Polling places will be open at 12:01 p.m. and close at 8:00 p.m.
I, the undersigned. Secretary of the Confederated Salish and Kootenai Tribes, hereby certify that the above listed candidates have met the approved requirements of finling and residency, in accordance with Article VI, Section 3 of the Constitution and Bylaws of the Confederated Salish and Kootenai Tribes.
