3 DEAD ON RESERVATION HIGHWAYS
For the month of November there were 46 accidents on the Flathead Reservation, with 84 people involved.
15 injuries were reported to Tribal Police, and 3 fatalities. Tribal members Richard Bird of Poison and Joe Keeler, Arlee were killed earlier this month, and non-member Lorna Umber, a
school teacher from Arlee, was killed south of Arlee Thanksgiving night.
Of the 46 accidents, 16 were reported as alcohol re lated.

TRIBE HAS MERRY CHRISTMAS
Christmas may be a bit brighter this year for Tribal members. The Council voted to give a per-capita payment of $100.00 per member before Christmas,
The Council directed thatthe payment be termed a "Hardship Per-Capita" and that no Credit or Tribal debt withholding be held out of any members check.
The per-capita is taken from Tribal Income earned since July of this year. Several of.the Councilmen opposed the per-capita payment at this time because it overrides a resolution to make per-capita payments once a year in August. However, a majority voted in favor of the exception.

Any person qualified to vote who is unable to cast his vote at the designated polling place on election day must, prior to election day, request an absentee ballot by writing the Secretary of the Tribal Council. All ballot requests and the return of completed ballots must be by mail.
One Councilman is to be elected from each designated district for a term of four (4) years, beginning the first regular meeting of the Council in January 1976 and ending December 1979. Polling places will be open at 10:00 a.m. and close at 8:00 p.m.
I, the undersigned, Secretary of the Confederated Salish and Kootenai Tribes, hereby certify that the above listed candidates have met the approved requirements of filing and residency, in accordance with Article IV, Section 3 of the Constitution and ByLaws of the Confederated Salish and Kootenai Tribes.
