Hot, dry summer days result in restrictions on forest use
Continuing hot temperatures and lack of rain have ganged up to provide a dangerous situation in the woods around the state, prompting Tribal, federal, state and local officials to announce the following:
The restrictions listed below are effective August 5, 1988, on all Tribal, state, county, national forest and private lands in Lake, Flathead, Sanders and
Lincoln counties.
• No campfires except at designated and developed campgrounds.
• No smoking, except at designated developed campgrounds; at improved places of habitation; or when in enclosed vehicles; or while stopped in cleared areas of bare mineral soil at least three feet in diameter.
• Mandatory "Hoot Owl" woods operations including firewood cutting.
• No operating in dead, down material.
• No blasting, welding, and seismic operations in forested areas.
• No operating of off-road vehicles except on improved forest roads and trails free of vegetation.
Restriction of woods operations is specifically defined as all felling, bucking, skidding, and welding or other practices or equipment uses that are associated with high fire risk, between the hours of 1:00 p.m. and 1:00 a.m. local time. Two-hour patrols are required.
Restrictions on off-road vehicle use is defined as possessing or using motorized vehicles such as, but not limited to, cars, trucks, trail bikes, motorcycles, and all-terrain vehicles (ATVs) off of forest developed roads, except for persons engaged in a trade, business or occupation in the area or persons with a permit specifically authorizing the activity is prohibited.

A little insight into the per capita process
Twice each year, the Tribal Council takes action which allows per capita payments to be distributed to all 6,100-plus enrolled members of the Tribes. And twice each year, there are usually 100-or-so angry members who wonder what could have happened to their check and who's responsible for it not getting there.
According to Tribal Executive Treasurer Vern Clairmont, who was kind enough to outline the process of check distribution, the fault for the majority of checks that don't arrive at their proper destinations lies in the complex steps the United States Postal Service uses in the normal course of delivering mail.
The USPS's delays aren't the only reasons a check isn't delivered, though. There are other factors that start right with the individual Tribal member's own
