Governor discusses Ord. 44D with Council and non-Indians
"We all agree on one thing: Taking it to court would take years and hundreds and thousands of dollars. I'd rather give the negotiation process a chance to work," Montana's governor Ted Schwinden says on the topic of current discussions about hunting and fishing on the Reservation.
His comments were made to 200-
plus people at a Sept. 23 meeting in Ronan, organized by a group called All Citizens Equal (ACE) to talk about Tribal Ordinance 44D, which seeks to assert jurisdiction over all hunting and fishing done within Reservation boundaries by Indians and non-Indians.
Four points of contention dominated the meeting: The Tribes' in-
sistence on closed sessions when they meet with state officials; fear that constitutionally guaranteed individual rights are being abridged by the ordinance and may be further "given away" by the state through the current negotiations; lack of non-Indian representation on the Tribal Council; and the exclusion of

Primary election details announced
The date and deadlines for this year's primary Tribal election process are as follows. Complete details are given in the public notice on page three.
Deadline to file for primary election: Oct. 16,1987 —4:30 p.m.
Election: Saturday, Nov. 7, 1987, from 10 a.m. to 8 p.m.
The top two vote-getters in each district (four in Arlee) will participate in the general election in December for terms to begin Jan. 1,1988.

LAST NOTICE
For the quarterly meeting:
This year's last general quarterly meeting is set for this Friday, Oct 2, beginning at 9 a.m. in the Council's chambers at Tribal headquarters in Pablo. The Tribal public is encouraged to attend and discuss current issues and enjoy lunch.
And the mandatory seatbelt law:
The use of seatbelts becomes mandatory in Montana on Oct. 2—not counting cars built before 1968. For the next few months, however, the new state law won' t be strictly enforced, said a Highway Patrol spokesperson, while everyone gets a chance to learn about the new policy. After the "orientation" period, drivers stopped for any reason by an officer will be fined $20 for each person in the vehicle not wearing a safety belt.
