BIA proposed rule change could wipe out Law and Order Dept.
The Salish and Kootenai Tribes could lose its Law and Order Department if a new BIA proposal is approved.
The proposal is a Dept. of Interior-sponsored plan to stop funding Tribal law enforcement efforts on reservations under state jurisdiction.
The Bureau said the proposal will affect less than 10 reservations and save $1 million. One-third of the $1 million comes to the Flathead, how-
ever, and its loss could "result in the almost total loss of Tribal law enforcement capabilities" here, according to a letter of opposition signed by Tribal Chairman Mickey Pablo.
If approved, the proposal "will (also) result in an additional financial burden to the state (of Montana)," which it probably can't carry, the letter goes on.
"The proposed rule will cause the Tribes and other Reservations to lose vital law enforcement services, which are provided by the Tribal Law Enforcement Program," the letter continues.
"These law enforcement services have increased steadily over the last five years. . . The majority of these services are performed by Tribal officers in those areas of the Reservation in which local non-Tribal law enforcement personnel are either reluctant, or simply fail, to provide services."
Further, the five-page letter states, "The proposed rule constitutes an arbitrary, capricious and unwarranted inference with Tribal self-government. . . (and) would not only destroy the Tribes' ability to exercise jurisdiction (Concludes on page two)

Sobriety camp-out planned for June 26-27
THD's Alcohol Component Director Anna Whiting Sorrell announces the tentative plans for their June 26-27 Sobriety Camp-out at the Arlee Pow Wow Grounds and asks help in making the invitation list.
This year's camp-out will be a followup to last year's, says Sorrell, except it will focus on Reservation residents, whereas the camp-out last year was for people throughout the northwest.
She is asking the public's assistance in making an invitation list because they are honoring those who have chosen sobriety and are in recovery. "We would like names of people having any length of sobriety," says Sorrell. Although those special people will be honored, everyone is encouraged to join in.
The Sobriety Camp-out was scheduled for this time of year, she said, not only because it marks the beginning of the pow wow season, and other summer activities, but it is also the "beginning of a cycle of destruction." Sorrell says with the camp-out people can begin the summer on a note of sobriety, and have some fun without chemical substances.
If you have names of people to include on the guest list, or if you'd like additional information, contact Abby Dupuis at 676-2770. You can also visit the Alcohol Component's office at the Tribal Health Department in Ronan.
