Therriault and Pablo chosen as Council chairman in surprise compromise

O?
After nine tied secret votes and almost three hours of debate at last week's quarterly Council meeting in Pablo, the Council chose Ron Therriault St Ignatius, and Mickey Pablo, Hot Springs, to sit in the chairman's seat for the next two years.
Both Therriault and Pablo, the only two nominated for the job, were given the nod to be Council chairman until

the next Tribal election in 1987 -- but at different times.
The plan, suggested by Laurence Kenmille (Elmo-Dayton) and Vic Stinger (Pablo), calls for Therriault to be the chairman now until the first quarterly meeting in 1987, when Pablo would step in. The two will also take turns being vice-chairman.
The chairman works full-time and earns $26,000 a year.
The unique tie-breaking scheme was approved about 11:45 am. after nine secret ballots had each resulted in a split tally.
The idea was one of about ten statemate-breaking suggestions, which included a coin toss (as provided for by Robert's Rules of Order --a "how to run a smooth meeting" guidebook), re-opening nominations, letting the audience participate in a "barometer" vote in the hopes of changing some Council member's
mind, a dance-off (a custom at pow wows), and a round of stickgame
The "barometer" vote was criticized and discarded because the Tribal Constitution says the Council must chose its coordinator.
The "split the term" option was chosen after the Council - minus the chairman candidates — left the chambers to hammer out a compromise elsewhere.
Jim Steele (Arlee) said this may be the last time such an event occurs because he planned to ask the membership in a referendum this year if they'd rather choose the chairman in at-large voting.
The quarterly began about 25 minutes late with the traditional Tribal flag song, a prayer from Clarence Woodcock (Flathead Culture Committee director), and opening remarks from Johnny Arlee (culture committee member).
