'King Solomon' approach?
FIP report recommends separation of divisions; cites ' racial conflicts'
If the Secretary of the Interior follows through on recommendations recently made by some of his employees, the Tribes will be running the power division of the Flathead Irrigation Project sometime in the future, while the water users will operate the irrigation system
The federal government would retain title to the facilities, though, with the Bureau of Indian Affairs having specific oversight over the local entities
Simply put, that's what a 13-member team of Interior Department officials recommends in an 800-plus-page comprehensive review report submitted last month to Interior Secretary Donald HodeL Copies of the three-volume report were received locally November 15.
The study team scrutinized both the irrigation and power divisions of the project, referring to it by its full and proper, original name: the Flathead Indian Irrigation Project The team studied both divisions' management and financial practices, the engineering and environmental angles (although the report's summary didn't mention fisheries specifically once), and various legal issues.

Election day is two weeks away
The 1985 general election to choose who will serve on the Tribal Council is scheduled for Saturday, December 14.
The candidates who survived the November 9 primary election (see official results on page two) are:
ST. IGNATIUS: Joseph "Joe Dog" Felsman (incumbent) and Fred Matt
ARLEE: Jim Steele (incumbent) and Darrell Armstrong.
ELMO-DAYTON: Al Hewankorn (incumbent) and Lawrence Kenmille.
RONAN: Bob McCrea (incumbent) and John Vallee.
POLSON: Rose Evans (incumbent) and Pat Lefthand.
Polls will open from 10 am. to 8 p.m.

Center
Poison District: Flathead Lake Senior Citizens Center
Hot Springs District Camas Lanes (Bowling Alley)
Ronan District: Senior Citizens Center
Elmo-Dayton District: Koostahtah Hall
Dixon District: TERS Gymnasium Pablo District: Tribal Office
THANKSGIVING CELEBRATION: On November 29-30, there will be a Thanksgiving pow wow at the St. Ignatius community center. No dinner or contests are planned. All drums will be paid, though, and there will be cards and stick games following the dance. Grand entry will be at 6 p.m.
