This
report
analyzes
and
evaluates
one
approach
to
utilizing
local
planning
analyses
of
public
renewable
resource
management
agencies
as an
input
in
developing
large-scale
(national)
resource
management
plans
. A
type
of
multilevel
approach
(referred
to as the
Bartlett-Wong
approach)
is
discussed
and
is
evaluated
in a
test
case
. This
prototype
performed
well
at the
highest
level
of
analysis
but was
less
reliable
in
terms
of its
implications
for the
lower
level
planning
units
.
