In the past several yeara a great deal of attention has been
given to the effect and control of large gathednp of people, whether it be
for spectator sports, peaceful demonstrations, or riots . It has jul t ea..
to my attention that one of the moat effective programs of crowd control in
small cOIIIIIUnitiee has been developed and put into operation in Bozeuo, Montana.
The plan may not be suitable for our large, metropolitan areas
but it is something that I thtnk should be brought to the attention of the
other areas of the Nation.
